Tehnopolis replaced PDFs, emails, and Google Drive with one platform for their entire startup ecosystem
Type: Innovation and Entrepreneurship Center · Location: Niksic, Montenegro · Founded: Government of Montenegro
Tehnopolis is Montenegro's national innovation and entrepreneurship center. Since its founding, it has supported 199 ideas, run 16 support programs, organized 741 events, and built a network of 203 partners across the region and beyond. Every year, cohorts of startups, innovators, and early-stage teams move through flagship programs like BoostMeUp, Tehnopolis's pre-acceleration program, gaining mentorship, resources, infrastructure, and the institutional knowledge that turns ideas into companies.
The challenge was getting that knowledge to actually reach the people who needed it.
Scattered across too many places to be useful
Running a startup program at scale means producing and distributing a lot of knowledge. Program guidelines, legal templates, pitch frameworks, mentorship materials, market research, workshop recordings, feedback documents. For every new cohort, Tehnopolis staff had to figure out how to get the right resources to the right startups at the right time.
The answer, for a long time, was whatever worked. PDFs attached to emails. Folders on Google Drive shared with varying levels of access. Documents passed around in messaging threads. Each format made sense in isolation. Together, they created a fragmented picture where critical resources were hard to find, version control was inconsistent, and new cohort members had no single place to go to get up to speed.
Project management had the same problem. Tehnopolis runs complex, multi-stakeholder programs with timelines, milestones, deliverables, and dependencies across teams, mentors, partners, and participating startups. Keeping track of where each startup stood, what was due, and who was responsible meant stitching together information from multiple tools and hoping nothing slipped through.
One platform for programs, projects, and people
Tehnopolis moved their operations to Starko and consolidated everything into a single environment. The knowledge hub became the authoritative source for every resource in every program. Templates, guides, frameworks, and materials that previously lived across inboxes and Drive folders now live in one structured, searchable place, accessible to every startup in the program from day one.
Project management runs through the same platform. Tehnopolis staff track the progress of complex programs and timelines directly in Starko, managing milestones and deliverables across cohorts without switching between tools or chasing updates through separate channels. When a new batch of startups joins a program, they step into a system that is already organized, already populated, and already working.
The resource-sharing side is what makes this distinct. Tehnopolis is not just managing their own operations. They are actively distributing institutional knowledge to the startups they support, at scale, through the same platform. A founder in the BoostMeUp cohort can access the same resources as every founder before them, without anyone on the Tehnopolis team manually sending files or granting Drive permissions.
Supporting an ecosystem, not just a team
With 199 supported ideas and 1,142 training participants behind them, Tehnopolis knows that what limits a startup program is rarely ambition. It is usually the friction in how knowledge moves from the institution to the people it is meant to serve.
Starko removed that friction. Resources reach startups through the platform automatically. Program timelines are tracked in one place. The knowledge that Tehnopolis has spent years building is now a living, searchable, always-available resource rather than a collection of PDFs in someone's sent folder.
