Montenegro built a national environmental reporting platform on top of Starko. It has processed over 1,000 cases.
Type: Government & Civil Society Initiative · Location: Montenegro · Partners: Government of Montenegro, Europe House Montenegro
Every country has a gap between citizens who witness environmental damage and the institutions with the power to act on it. Illegal dumping, unlicensed resource extraction, habitat destruction. People see it happening. Reporting it, tracking what happens next, and making sure it lands with the right authority is another matter entirely.
Cuvaj.me was built to close that gap.
A national problem that needed national infrastructure
Launched as a joint initiative between the Government of Montenegro and Europe House Montenegro, cuvaj.me is a national platform for reporting and tracking environmental violations. Illegal exploitation of natural resources. Devastation of protected areas. Criminal offences against Montenegro's environment. Citizens can report what they witness, follow the status of their case, and trust that it reaches the institution with the actual authority to respond.
The challenge wasn't building a form. Anyone can build a form. The challenge was what happens after a citizen hits submit. Montenegro has multiple institutions with overlapping environmental mandates: the Ministry of Interior, environmental inspectorates, local authorities, and others. A report about illegal logging goes to a different agency than a report about industrial pollution. Getting that routing wrong doesn't just slow things down. It means cases fall through the cracks, citizens lose trust, and nothing gets fixed.
Built on Starko, routed by intelligence
The entire cuvaj.me backend runs on Starko. When a citizen submits a report, Starko's smart routing engine classifies the case and directs it to the appropriate authority automatically, without manual triage, without a coordinator reading each submission and deciding where it belongs.
Behind the scenes, government agents across multiple institutions receive the cases that fall within their jurisdiction. They work them. Citizens can track progress. The platform creates accountability on both sides: for the citizen, confirmation that their report didn't disappear; for the institution, a structured, trackable workflow for every case that comes in.
It is not a chatbot bolted onto a government website. It is the operational backbone of a civic reporting system, handling classification, routing, case management, and status tracking across an entire country.
More than 1,000 cases processed
Since launch, cuvaj.me has processed over 1,000 environmental reports, cases that would previously have had no clear path from a concerned citizen to a responsible authority. Reports about illegal resource extraction, environmental destruction, and violations of Montenegro's environmental laws, now tracked, routed, and acted on through a single national platform.
For Starko, cuvaj.me represents something distinct from traditional customer support. It is proof that the same infrastructure that helps a business answer customer questions can power something with significantly higher stakes: a national system for protecting natural resources, built by government and civil society, running on Starko from day one.
